This is either a bold leap into a smarter government, or a very expensive way to automate the wrong things faster.
The UAE says it plans to deploy “agentic AI” across 50% of government sectors in the next two years. The headline detail isn’t the speed or the scale, though both are aggressive. It’s the framing: AI as a “government executive partner,” able to manage operations and improve service quality without human intervention. That’s not “we’re adding chatbots to a few websites.” That’s “we’re moving decision-making closer to a machine.”
Based on what’s been shared publicly, the goal is clear: make policy and processes more efficient, and transform public administration. I get the appeal. Anyone who has stood in line, chased approvals, resubmitted the same form three times, or watched a simple request bounce between departments knows the current system is often built for the government’s comfort, not the public’s time.
So yes, part of me cheers for any serious attempt to cut friction. But the phrase “independently of human intervention” is where I stop nodding and start squinting.
Because “agentic” doesn’t just mean the system suggests things. It implies the system acts. It triggers actions, assigns tasks, routes cases, maybe approves, maybe rejects, maybe escalates, maybe never even tells you a human could have helped. The danger isn’t a single wrong answer. The danger is wrong answers at scale, delivered with confidence, wrapped in the authority of the state.
Imagine you’re starting a small business. You submit the paperwork. An AI system checks your application, links it to other records, flags a mismatch, and auto-holds the license. In a human system, you might call someone, explain that the address format differs, and fix it. In an “executive partner” system, your file could just sit in a digital purgatory because the machine didn’t feel like asking a clarifying question. Efficiency for the system, not for you.
Or say you’re dealing with a social service office. You apply for help, and an AI decides your case doesn’t qualify based on a pattern that mostly holds true—but not for you. If the process is truly “independent,” what does appeal look like? Do you get a meaningful reason, in plain language, that a person can challenge? Or do you get a clean, polite denial that’s impossible to argue with because nobody can explain it?
The bigger issue is power. Government is where mistakes have teeth. A private app can frustrate you. A government decision can block your job, your housing, your travel, your benefits. When you move more of that workflow into systems designed to “manage operations,” you’re not just buying software. You’re setting a new default for how citizens and residents are treated: as cases to be processed, not people to be understood.
To be fair, the opposite risk exists too. Humans can be slow, inconsistent, and biased. Files get lost. Decisions vary by who you talk to. If the UAE can actually standardize processes, reduce arbitrary outcomes, and shrink waiting times, that’s real progress. And if the AI is used to handle routine steps—checking completeness, scheduling, reminding, translating—then “independent” might simply mean staff aren’t stuck doing copy-paste work all day.
But that’s not the promise being made. The promise is an AI partner that can “manage operations” and improve service quality without people in the loop. That’s a different kind of bet, because it changes what accountability looks like.
When something goes wrong in a normal system, you can at least point to a department, a manager, a policy, a person who signed off. With agentic AI, the blame has a habit of evaporating. The official line becomes: the system flagged it. The model decided. The rules were applied. And suddenly nobody is responsible, even though the government still has full power over the outcome.
And look, the two-year timeline matters. This isn’t a slow, careful shift with years of public learning and adjustment. It’s a sprint. Sprints encourage shortcuts. Shortcuts in government systems tend to land on the public, not the project team. The risk is that “efficiency” becomes the excuse to remove human judgment exactly where human judgment is needed most: edge cases, language barriers, unusual life situations, people who don’t fit the neat boxes.
There’s also a second-order effect that doesn’t get enough attention: once a system can act, the government’s appetite to use it grows. If it can process requests, it can also monitor compliance. If it can “manage operations,” it can optimize for metrics that look good on dashboards. Faster turnaround, fewer approvals, lower cost per case—those can all be sold as wins, even if real people experience them as harsher, colder government.
And yet, I can’t dismiss it outright. If the UAE pulls this off with strong guardrails—real human appeal paths, clear explanations, strict limits on what the AI can decide alone—this could make other governments look lazy. It could raise expectations for speed and service, the same way people now expect instant banking and same-day delivery. That kind of pressure could be good.
But the words matter. “Executive partner” plus “independently of human intervention” is not a harmless upgrade. It’s a statement about who gets the final say when a rule meets a real life.
So here’s the question I can’t get past: when an agentic AI makes a decision that harms someone, who exactly is obligated to fix it, quickly, in a way that the person can understand and challenge?
